Banners - It depends. You can look at mine in my signature to find out how large mine is.
Logos - I don't know. Usually I test it out to see if it gets squished or not.
Signatures - I don't know. Someone else will have to help you on that.

I am not very helpful, but you could probably ask about signatures in the Questions about Scratch forum.
