These are unrelated to each other. I have to spread a google form around to as many people as I can for homework. It's a survey asking if you've voted in the previous elections, and if not, asking why. You don't have to share your name, email, phone number, or anything. It's all anonymous. Is that okay to share on scratch?

I'm making a game where you beat up an unrealistic, cat-looking dummy. I want the dummies head to unrealistically open like a hatch, it's unrealistic brain to jump out, have the brain go back in, then it's head close. Is that okay?

Google forms aren't allowed as they can be used to track and collect email addresses and can also be used to ask for other personal information. I don't really think that many people on Scratch would be old enough to vote or to have voted so you should probably look elsewhere in that case.
The brain popping out seems fine, as you said, it's unrealistic, and as long as it doesn't look too scary, it should be fine.
