Is MENTIONING 13+ games allowed

If I make something inspired by a game that got a 13+ rating (bought on Steam), am I allowed to credit the game for the idea? Steam (kind of) checks the age of the customer, so it's not like they would be able to download it anyway.

Depends, but you should be fine most of the time if it's something like Terraria or Portal.

you might've misunderstood the question
the scratch game is obviously for all ages, but the inspiration is a non-scratch game that has an age restriction
