where do i find the source code for scratch lab? i want to add the animated text extension to a scratch mod

I don't think it's available yet.

Turbowarp has implemented (possibly re-created?) it as a Turbowarp-specific extension. You can probably look at its source code.
This signature is designed to be as useful as possible.
