The 'followers' page of some users do exist but the profile doesn't exist

My browser / operating system: Windows NT 10.0, Chrome 78.0.3904.108, No Flash version detected

So, I've seen this user, it has a ‘followers’ page. But when i click his name (that should go to his profile) it says: ‘Whoops! Our server is Scratch’ing its head! We couldn't find the page you're looking for. Check to make sure you've typed the url correctly.' Please fix!

I know that there was a way to follow banned people in 2.0 (but I don't know if it's still possible). I think that their follower pages are visible because of that, but I might be wrong.

I think the method that people used to follow banned/deleted accounts was removed recently since I remember hearing that mentioned.
Also, the follower and following pages of deleted and banned users do indeed appear (I'm page 8 on the follower list for Kaj because I'm cool)
