Well, if something gives a 404, then it might be something you can visit in the future. If something gives a 410, you know it will never be available and there is no point visiting it.
But, someone might create a project with the exact same name, so it would be available again.
No, it wouldn't. It would be on a different page, and it only shares the name, that's it. If it were a copy, it would get taken down because of the guidelines. I don't think you're getting the point here.

I guess its because they dont want you looking at that page.

Sorry, but that's the worst reason I've ever read.
No support, the 404 page is just fine.
This is basically what I have been implying the whole time.

No you haven't. If you were trying to then actually say it and don't “hint”, because we'll not understand.

But the message should be “Oh noes! It looks like this page has been removed forever. Try searching for something similar here:”

I don't really see this being that important- it seems like way too much effort for something that doesn't really matter all that much, especially when considering that most users wouldn't pay that much attention to it anyway.

Imagine entering a user who gives 404
But Do not Know if It's Banned or Removed Forever
and 410 is useful.

404 is not an error that appears if something is banned, it appears if something doesn't exist, so it's very similar to the 410 error.

Still, I don't see the need, because a user doesn't care if they can't access the source because it's banned or removed, they still can't access it. There's no need to let the user know, because they can't do anything to fix it.
