I think this could be an improvised “moderator” position.

Regarding this law that I'm proposing, this isn't limiting what they do outside the USS, they are free to do what they please, this is just to make sure that in their chats there is no illegal activity between 2 or more shops in the USS, this is in no way limiting what they can do, this is just to insure that aren't breaking any rules without us knowing.

Whether or not it is permanent, these rights shall allow members of the USS to complete their jobs and collaborate much more easily.

SECTION 1
The owner(s) shall be able to recruit shops on their own, just not in the form where it's invasive, but rather respectfully. Owners should not invite too many, and this does not require the process of Proposition #3.

SECTION 2
In the case of necessary replacement, a moderator can propose a few people to replace their position when gone for inactivity, which the owners must approve of. The first person listed and approved by the individual shall be accepted as a temporary moderator, and possibly, if still interested, an additional moderator after the original one comes back.

SECTION 3
Law registration, enactment, voting, and abolishment are all mentioned outside of the official rules of the USS. This should be added as a new section in the official rules, most likely as a subsidiary of “Freedoms.” It shall, more specifically, be in this format:

3.2 - You may openly deal with other shops to complete orders.
3.3 - LAW PROPOSITION
3.3.1 - Anyone may propose a law, which will be assigned a number. For the next three days, it will undergo a “peace period” where debation is allowed. If two or more people officially oppose against the proposition, then the proposition will undergo a vote which will last for another three days.
3.3.2 - The vote shall last, as mentioned in 3.3.1, another three days. The result, if not a tie, shall be the decision on approval. Do note that this would probably result in continuous opposal, and the law cannot be revoked until 30 days pass.
3.3.3 - Illuminati Shall a tie occur, then one vote will be given to support.

This also, as seen in 3.3.3, initiates a tie procedure for this suggestion.

Elaborating with Proposition #9, Proposition #1's interaction involvement is less restricted to allow proper extensive moderation to take place.

Proposition #1's statement on privacy/moderation restriction:

*USS may moderate USS/shop relations and can monitor internal activity concerning shops, but any activity outside the USS (such as joining other federations) we do not moderate.

This shall be more loosened and further defined.

*The USS has the power to moderate USS/shop relations inside this topic and inside member topics, just not moderate outside topics. Anybody that opposes to this moderation shall not apply, and if they have already applied, they should leave (with respect.)

There are three (3) days to have more than two people oppose this by Sunday, February 19, 2017. If two oppositions are met, then a vote shall occur. Otherwise, this is assumed as approved.
