will a single scratch project be copyrighted

Scratch is an educational, non-profit and fair use site, meaning that usually there is no care for copyright. Some of these projects have been taken down, but it is very, very unlikely.

If you are talking about how to make a project copyrighted, I believe that you cannot do this as every project immediately falls under CC-BY-SA 2.0, which means that anyone is free to copy (in Scratch terms, remix) your project, as long as they make noticeable changes and give you credit. You're free to make your project fall under any license as long as it is not shared on Scratch, and you might even have to be old enough to do so.

In the case of the Removed Pac-Man Project, Namco sent a letter to Scratch because they believed it was violating their copyright. Even the ST did not like this, but to avoid any legal battles, they agreed and took down the project.

Like I said, this happens extremely rarely because Scratch falls under fair use and should not even be getting copyright takedowns.

That's… not entirely true.

There are some reasons that one could be using Scratch that do fall under fair use- for example, if you're criticizing a copyrighted work on Scratch (one of the places where United States fair use law applies), that would most likely count as fair use- as long as you credit the author and don't try to pass off the work as your own

However, simply saying “Scratch is educational, and therefore is fair use” isn't always true. It's probably better to think of Scratch projects as a sheet of paper- can you commit copyright infringement on a piece of paper? Yes! It's happened more times than I can count! Can you use a sheet of paper and copyrighted material in a way that would count as fair use? Also yes!

You should treat Scratch the same way- if something counts as fair use or not depends on how it's being used, not the fact that it's on Scratch.
