What does this block do?
I don't know if this should be here or in Help With Scripts…
So there's a block in the Sound category that says “change (pan left/right) effect by (100)”
I have never, in my life, heard of this block. I tested it and it doesn't seem to do anything? It's not in the Scratchblocks forum tool (which brings up another question, is that outdated?)

What does this block do?
I don't know if this should be here or in Help With Scripts…I believe that block changes the volume of your speakers - a positive number will play a sound louder in the right speaker, and a negative will play louder in the left.
So there's a block in the Sound category that says “change (pan left/right) effect by (100)”
I have never, in my life, heard of this block. I tested it and it doesn't seem to do anything? It's not in the Scratchblocks forum tool (which brings up another question, is that outdated?)

I don't know if this should be here or in Help With Scripts…The pan block controls the pan (direction) of sounds. Think of it like this: pan=direction the sounds comes from

This is really only useful for headphone users and multi-speaker setups.
Also, (as 8to16 said) the forums’ blocks are outdated. I believe the plugin that adds scratchblocks to the forums was updated to 3.0 [citation needed], but the ST still needs to update their version.

What does this block do?
Yes, as others have said, a positive number sounds to the right, and vice versa. The forums are still 2.0 styled.
Anyways, you can make some pretty cool stuff with this block:
First, you can play music in the background and make it sound like it's going around your ears by slowly/gradually changing from positive, then back to negative, etc.
You can use the distance to block to figure out the distance between you (player) and an enemy for stereo audio, just set the pan effect to the distance, and if it is to the left, negate it. This will make it easier to find where an enemy or object is, with just hearing.
However, this won't work if you only have 1 speaker on your device.
