can the original poster let people go offtopic in his/her thread?
example:
“You're allowed to go offtopic in this thread now! Post whatever you want, but stay mostly on topic.”
is this allowed, and will scratch team still delete offtopic posts even if it's allowed in this thread by the original poster?
please i need answers
what is the topic id's specialty? it is a composite number!

A signature is a small piece of text that is attached to your posts. In it, you can enter just about anything you like. Perhaps you would like to enter your favourite quote or your star sign. It's up to you! In your signature you can use BBCode if it is allowed in this particular forum. You can see the features that are allowed/enabled listed below whenever you edit your signature.

no it's not allowed, and the mods can remove that note
you're still allowed to post a very tiny amount of off-topic posts tho as long as there's some small connection
it looks weird when both of us have the same pfp

you can report your OP and ask the current forum moderator (it may be paddle2see or cosmosaura) to reply to it.

This looks about right. If there is some small connection - it's (almost) on topic anyway. no it's not allowed, and the mods can remove that note
you're still allowed to post a very tiny amount of off-topic posts tho as long as there's some small connection
it looks weird when both of us have the same pfp
If we allowed the topic owner to set the rules - then we would not have a standard set of rules.
