I wouldn't blame you, it has a boatload of laser gun sound effects. However Riddem uses it as the instruments, the unknown kpop song literally mutes every other instrument except for the laser guns for 1 second before continuing.

No. Both of them have instrumentals alongside the laser noises, whereas this one sounds like they just plopped in lasergunsoundeffect.mp3 in Audacity. It's really popular in animation memes on tiktok. (Although power is kinda similar)

EDIT: The animation meme itself involves two characters that IIRC swap when the laser gun sound effect happens? I did favourite it, but I favourited around 2213 videos since then so searching by scrolling all the way down to the bottom of my favourites list would be pointless. I also didn't save it to any smaller collections, the first collection I ever made was my memes collection in May (i think?) and I viewed this video in April (I think? IDK either). However, I am in the process of searching Urlebird (a website that has deleted TikTok videos) for tags that may have been associated with the video.
