Well, most sites use many machines they toss operations around to ensure maximum uptime, and have cooling designed to never be shut off.
Think of it like your air conditioner or HVAC system, if it shuts down at the wrong time, you'd be in a negative living environment. So, instead, it does cooling as needed.
However, sometimes, the total resources all get exceeded, such as RAM. Of course, the operation can still run, but some machines need to be rebooted.
