About the “heroku is reccomended for dynamic websites”, it's actually great for static too.

GH Pages: Pros - lots of themes, supports HTML and markdown natively, collaborative / Cons - not much customizability of domain name, kinda underpowered
Heroku: Pros - tons of customization, supports quite a few languages natively, can integrate with GH, code can be private / Cons - want your money a LOT, not as many features for dynamic sites
Repl.it: Pros - supports practically every language natively, collaborative, support forum / Cons - goes down when the code is not being developed (I thinks its made for testing)
Glitch: Pros - supports HTML and node, collaborative, support forum / Cons - PHP & mysql work but not very well at all, not a big choice of languages, want your money, limit on how long it can be on/month, goes to sleep when not open

TBH i'd recommend heroku for everything. yeah, it's not the best for dynamic, but it's hard to find free dynamic hosting.

But if you don't care about what your URL is or if you don't want/care your code to be private, then i'd say GH pages
