Alternatively, you could create a new role in place of Second Vice President such as Executive Director or other roles. This new role would have a few new responsibilities and be more helpful.
An idea for a new hierarchy all together would have something like this:

President
Vice President
Secretary (takes on the role of advisor)
Public Relations Officer
Marketing Officer

If there are any downsides you can think of, I'm happy to try and challenge it.

Changes to the BoD

• 2nd VP and Adviser removed - we don't need that many spots especially now with the lack of active workers
  
• 2nd VP removal: It isn't doing much at the moment and I don't think 1st VP needs somebody to take their place while they're inactive
  
• Adviser removal - we don't need so many spots, everybody, including non workers can suggest
  
• @Waffle_Iron_Studios has been removed from the BoD, his spot of Assistant Secretary taken by @RedGuy7
