For example, if nobody was previously in Art and then we have 2 people who applied for art but didn't use codewords, they would be accepted. However, anyone else applying needs to use the codewords.

Actually, I think we should try to focus on getting hard working employees instead, for example, if we have 50 employees, but they barely visit the thread, and complete orders poorly, it would be same or dare I say, worse than just 5 truly dedicated ones. This is not meant to offend anyone, I'm just sharing my opinion.
