As far as I know, saying things along the lines of “I reported you because XXX” is not allowed, because it can cause drama.

With this in mind, is having a public report forum in Request shops allowed? It is saying something very similar to “I reported you because XXX”, so technically it could be reportable.
A report forum, meaning a fill-out forum for publicly saying what someone did wrong.
Thoughts?

Note: I am not an active member of the Request shop community, so maybe this means something different, but this is just my interpretation.

It is allowed, I think. Also, it can help the employees deal with stuff happening that's not serious enough to report to the ST.
