Plan A) Start off as a Shop Helping Organization
Plan B) Start off as a Shop
Plan C) Close

What if the founder goes inactive?
Plan A) Wait ~one week, than the governor becomes founder.
Plan B) If the governor refuses, go to the president
Plan C) If the president refuses, go to the Vice President
Plan D) If the Vice President refuses, have a community vote, with the candidates being people who want to be founder.

What if a large amount of people quit?
Step 1) Recruit new members
Step 2) Promote people to the next available position^
Step 3) If necessary, close down subsidiaries/downsize subsidiaries and have the employees that were let go work for SSB.
Step 4) If necessary, remove unfilled positions.

I did it. The lower roles, including governor becoming founder is just being power hungry. There should be a vote.
