As long as it's pixel art and you can convert it to Scratch. Then it's allowed.

Idk if vector pixel art is possible, even if a bitmap file is converted to vector, the pixels cannot be edited

Vector in general is impossible for pixel art. But I'm sure we can make a vector-y look.
