If they mean animated project thumbnail, then they are breking community guidelines and it would become an NFE project.

What I meant was a tiny portion of a level being shown on a screen(like some black). The player has lines behind him to make it look like he is moving around the black(he is not moving) and the title of course. There is nothing moving. Sorry if I made it sound that way.

Two ways I do mine:
Create a vector Scratch banner - and now there's a tutorial by @customhacker about how to upload fonts to Scratch that makes that a lot easier.
Use Microsoft Paint - Most of my BannerLodge examples with detailed backgrounds were made there!
Sometimes it helps that I have my own cubeupload account.
Note: If I create vector banners, I image convert it to a jpg because cubeupload won't take svgs. I use zamzar to image convert. I made a tuorial about it here.
