1. If you click on a sprite when editing a project, then click on costumes, you are brought into the costume area. In that area, in the bottom right, you can find a button saying ‘Convert to Vector’ unless it's in vector in which case it says ‘Convert to bitmap’.

Vector is smoother, and generally easier to make things with.
Bitmap is pixely, and as such great for pixel art.

A vector sprite is simply a sprite made with vector.

2. Banners are for forum posts. To get one you order it at a shop, then the shop gives you the image link . The way to use a banner is to click images and copy paste the link. It will show the image, presuming scratch allows that photo upload site. One site scratch allows is cube upload.
