As for voting through the shop, it's a decision for all shops - not just yours. When elections occur, I was asking if all representatives participate or just simply shop owners. The only cons to representative-based votes is that representatives from the same shop may cluster up and take up most of the votes.

In order for someone to propose a law, they must be a member of the USS, meaning they must be a shop owner or a member of the shop itself. The law may be approved or declined, but if there is not two or more declines by three days after the proposed law has been originally posted, the law is enacted.

If two or more people decline, an automatic vote shall occur for three days, and the declination deadline shall be postponed, and the result of the election shall be the decision on whether or not the vote is enacted.

Law Abolishment
In order for a law to be abolished, it must receive official requests by three or more shops. An automatic vote will be held, and if the result is to keep the law, that law shall be kept for 30 more days before abolishment may occur.

• A law has three days to get two or more oppositions by members of the USS.
  
• If there is an opposition, and automatic vote shall occur and the result will determine if the law is enacted.

• After three or more shops oppose the law, then a vote will occur. The result will determine if the law is opposed, and if it is not, the law remains for 30 days until this procedure may occur again.
